In Romania, the installation of photovoltaic panels on residential buildings has seen significant growth in recent years, driven by the funding schemes offered through the Green House Photovoltaic Program. The Environmental Fund Administration (AFM) announced that by mid-2025, over 170,000 individual beneficiaries had been approved for financing.
However, the pace of implementation is slowed by administrative bottlenecks and technical barriers. Major issues include delays in obtaining approvals from energy distributors, long execution times, and a shortage of specialized installation personnel. Additionally, for older buildings or historical monuments, the installation of photovoltaic systems requires additional permits and architectural integration solutions.
On the other hand, new construction projects increasingly include integrated solar systems, following European regulations on energy efficiency. By aligning technical standards with state incentives and European funding, a favorable framework is being created for expanding the use of renewable energy at the residential level.
