The residential construction market in Romania is going through a period of significant transformation, influenced by rising material costs, access to financing, and legislative changes. According to data from the National Institute of Statistics (INS), approximately 72,000 homes were completed in 2024, down 5% compared to the previous year. This trend is explained by higher interest rates and lower demand in urban areas.
The segment of individual houses remains dominant, accounting for over 60% of total residential construction. In major cities, however, apartment projects in residential complexes continue to be preferred, especially by young people, due to proximity to workplaces and access to infrastructure.
The average construction cost for a single-family home has risen to around €1,000–1,200/m², while new apartments recorded an average selling price of €1,600–1,800/m², depending on the area. In the medium term, specialists estimate a stabilization of the market, with a stronger focus on green and energy-efficient projects, supported by European financing programs.
