Romania’s HVAC Sector Up 9.3% in 2025, Driven by Energy Efficiency Investments
Data released by the Romanian Association for the Promotion of Energy Efficiency (ARPEE) show that in the first eight months of 2025, the HVAC sector (heating, ventilation, and air conditioning) recorded a 9.3% increase in value compared with the same period of 2024. The growing demand is driven mainly by office and commercial construction projects, as well as by thermal rehabilitation of public and residential buildings, supported through PNRR and POIM funding.
High-efficiency technologies — such as heat pumps, VRF (Variable Refrigerant Flow) systems, and heat recovery ventilation — are increasingly sought after, particularly in major cities. According to ARPEE, more than 60% of new projects now include specifications for A++ or higher energy-class equipment.
However, experts point to an increasing need for qualified personnel for installation and maintenance, along with the absence of unified regulations regarding HVAC system audits. The market is expected to continue expanding at an annual rate of 8–10% through 2027, supported by EU decarbonization directives for buildings.
