According to Eurostat and INS data, in the first half of 2025 the average prices of construction materials in Romania increased by 6.2% compared to the same period in 2024. The most significant increases were recorded for cement (+8.4%), reinforcing steel (+7.1%), and basalt mineral wool (+10.3%).
Imports from Poland, Turkey, and Germany continue to dominate the market, while domestic production has remained stable in volume but pressured by rising energy and labor costs. Industry associations, such as the Romanian Construction Materials Producers’ Association (PPMCR), estimate a slight price stabilization in the second half of the year, driven by declining demand in the residential sector.
Outlooks for 2025 remain cautious: public investments are essential to sustain activity in the industry, particularly in road, hospital, and school infrastructure. In this context, experts recommend better coordination between authorities, producers, and distributors to ensure predictability and stability across the supply chain.
