New Housing Measures Announced for Small and Medium-Sized Cities in Romania (2025–2027)
The Ministry of Development has announced a new package of measures for the 2025–2027 period, aimed at improving living conditions in Romania’s small and medium-sized cities. The program includes the construction of social housing, thermal rehabilitation of old apartment buildings, and investments in utility infrastructure.
According to officials, the main goal is to reduce territorial disparities and support labor mobility. Priority will be given to localities with declining populations but economic potential, including through the use of European funds that complement the National Recovery and Resilience Plan (PNRR).

Local authorities will play a central role in identifying available land and preparing technical project proposals. New methodological norms are also being drafted to facilitate public procurement and reduce bureaucracy.
These housing policies are part of a broader urban regeneration plan, which also includes the digital transformation of local administration and the development of public transport systems.
