Seismic rehabilitation programs in 2025: slow pace, major impact in major cities

According to data published by the Ministry of Regional Development and Public Administration (MDRAP), by September 2025 only 312 buildings out of more than 2,500 classified in Seismic Risk Class I have entered consolidation programs, despite funding available through the PNRR and other national sources. In Bucharest, only 87 buildings have actually been contracted, although the real need exceeds 1,100 structures. Technical audit reports show that without structural interventions, the risk for residents and heritage assets increases significantly in the event of a major earthquake.

The main bottlenecks include the lack of technical capacity in local administrations, bureaucratic hurdles in project approvals, and the shortage of companies specialized in structural consolidation. MDRAP also highlights the reluctance of property owners to accept temporary relocation during the works. From a technical perspective, the average costs of structural reinforcement range between €700 and €1,200 per square meter, depending on building height and the complexity of the intervention. According to the National Institute for Research in Construction (INCERC), the investment can be amortized within 15–20 years through risk reduction and increased property value.

Experts propose simplifying approval procedures, standardizing model projects, and implementing fiscal incentives for property owners who agree to fast-track consolidation works.
