Thermal rehabilitation of buildings remains one of the most important investment directions in construction, both at European and national level. In Romania, programs financed through the PNRR and the Environmental Fund allocate hundreds of millions of euros annually for the energy renovation of apartment blocks and individual homes. According to the Ministry of Development, in 2024 approximately 3,200 apartment blocks were rehabilitated, with a total surface area of over 12 million m².
The economic benefits are significant: reducing energy consumption for heating by 40–60% and lowering household bills by 30–40%. The average costs for the thermal rehabilitation of an apartment range between €6,000 and €9,000, depending on size and complexity of the works.
A study conducted by the European Investment Bank shows that for every euro invested in thermal rehabilitation, the long-term savings amount to €3–4, including reduced energy costs and increased property value. In addition, thermal rehabilitation has a direct impact on residents’ health by reducing humidity levels and improving indoor air quality.
Prospects for 2025–2030 include the introduction of nZEB standards in all renovation projects and the integration of smart technologies, such as windows with automated ventilation control and systems for monitoring energy consumption.
