The draft law on the digitalization of building permits: what's next for city halls and developers?

A draft law currently under debate at the Ministry of Development proposes the full digitalization of the process for obtaining construction permits and approvals by the end of 2026. The initiative aims to simplify bureaucracy, reduce waiting times, and increase transparency in the relationship between developers and public authorities.

According to the document, each administrative-territorial unit will be required to implement an integrated platform connected to the Urban Planning and Spatial Development Information System (SIUAT). Through this platform, requests for urban planning certificates, environmental permits, construction authorizations, and other documents will be submitted online, with the ability to track their administrative progress in real time.

For developers, digitalization means significantly shorter processing times and greater predictability in project planning. At the same time, municipalities will need to upgrade their IT infrastructure, train personnel, and ensure the cybersecurity of data.

The project is supported by PNRR funds, and implementation deadlines will be established through secondary legislation. Industry experts believe that the adoption of this legislation is essential for modernizing the construction sector and increasing investor confidence in public administration.
