In September 2025, the National Agency for Cadastre and Real Estate Publicity (ANCPI) launched for public consultation a draft law on the complete digitalization of cadastral and land registry records. The project aims to interconnect local databases and provide real-time access to updated cadastral data for notaries, public institutions, and developers.
Among the proposed measures are: the introduction of digital signatures for cadastral approvals, mandatory three-dimensional scanning for all new constructions, and platform interoperability with those of the Ministry of Justice and the National Agency for Fiscal Administration.
According to ANCPI, currently only 45% of the national territory is fully digitized in the cadastral system. Through this reform, it is estimated that authorization times for major real estate projects will be shortened by 30–50%, while administrative costs for the construction sector could be reduced by up to 20%.
The final adoption of the law is scheduled for early 2026, with phased implementation through 2028.
