e-Urbanism project: digital platform for building permits becomes operational

The Ministry of Development, Public Works and Administration (MDLPA) has announced that the national e-Urbanism platform, dedicated to the digitalization of the building permit process, will become operational starting in the last quarter of 2025. The project is financed through the PNRR, Component 10 – Local Fund, and aims to reduce bureaucracy and increase transparency in the field of urban planning.

According to an MDLPA press release (August 2025), more than 200 local administrative units (UATs) are already in the process of being integrated into the platform, and by the end of the year, the system is expected to cover approximately 70% of the urban population. The platform enables the submission and real-time tracking of documentation, including urban planning certificates and the necessary approvals.

Data provided by the Authority for the Digitalization of Romania estimate that the average time for issuing a building permit will decrease by 30–40% once full digitalization is achieved. The project was developed in partnership with the Special Telecommunications Service (STS) and with the support of the World Bank, based on a 2023 study on urban digitalization needs in Central and Eastern Europe.
