Urban regeneration – between concept and local implementation

Urban regeneration is becoming a priority for local administrations in Romania, as European funds for the 2021–2027 period include dedicated lines for such interventions. According to the Ministry of Development, in 2024 more than 300 projects were submitted for the modernization of old neighborhoods, the rehabilitation of public spaces, and the functional conversion of unused buildings.

The objective of these projects is twofold: on one hand, improving urban quality of life through green spaces, reduced car traffic, and energy-efficient buildings; on the other, stimulating economic revitalization in areas with overlooked potential. According to INS data, more than 25% of residential areas in Romania’s major cities were built before 1980 and require extensive intervention.

One of the major challenges is urban planning coherence. Many cities still lack updated urban plans or sufficient technical capacity within local administrations. For this reason, the Ministry of Development has announced an expansion of technical support for local authorities in preparing regeneration projects, including through guidelines and digital platforms.

Urban regeneration should not be confused with simple infrastructure rehabilitation. It is a complex process that involves public consultation, interdisciplinary studies, and long-term planning. In the context of accelerated urbanization, these projects are becoming essential tools for more sustainable and more inclusive cities.
