Industrial construction sector in Romania: timid recovery in 2025

According to data from the National Institute of Statistics (INS), engineering and industrial construction works recorded an annualized growth of only 2.1% in the first eight months of 2025, after a contraction of -4.3% in 2024. The largest investments were concentrated in the logistics sector (automated warehouses and distribution centers), particularly in the counties of Ilfov, Timiș, and Cluj.

The quarterly report published by the Romanian Association of Construction Contractors (ARACO) indicates stagnation in private industrial projects, while works financed through European public funds (PNRR, POIM) maintained only a minimal level of activity. Contractors report a lack of predictability regarding permits and continued bottlenecks in supply chains.

Analysts estimate that the slow pace of recovery will persist until the first part of 2026, with the exception of certain strategic reindustrialization and urban reconversion projects launched through public–private partnerships.
