Predictive urbanism: how authorities can prevent urban chaos through digitalization

Predictive urbanism is becoming a necessity in the context of chaotic development in Romania’s major cities. This concept involves the use of real-time data, 3D modeling, and predictive simulations to anticipate the impact of constructions on traffic, pollution, and local infrastructure.

The Cluj-Napoca City Hall launched in 2023 the first integrated digital urbanism pilot project, using artificial intelligence to analyze zoning plan (PUZ) applications and issue permits digitally. Bucharest is set to implement a similar platform in 2026, according to a memorandum signed with the World Bank.

Predictive urbanism enables authorities to make data-driven decisions and eliminate administrative bottlenecks, significantly reducing authorization times. 3D digital modeling has already been tested in the development of road infrastructure in Sibiu and Alba Iulia.

For nationwide implementation, interoperability between urban registries is needed, along with updates to legislation on electronic permitting and investments in the training of municipal staff.

Predictive urbanism is not a luxury but an essential condition for the coherent and sustainable development of Romanian cities.
