
Starting from the third quarter of 2025, the Ministry of Development has introduced the mandatory use of the BIM (Building Information Modeling) methodology for all public projects exceeding 5 million euros.
This measure is part of the national strategy for the digitalization of the construction sector and for increasing the efficiency of public spending. Through BIM, all project phases – from concept to execution and maintenance – are integrated into a three-dimensional digital model that allows for simulations, corrections, and accurate forecasting.
The implementation of BIM reduces design errors by up to 35% and accelerates execution deadlines by 20–25%, according to a study conducted by the Technical University of Cluj.
Although BIM adoption in Romania is still underway, companies operating in road infrastructure, hospitals, and university campuses have already adapted, by training specialized staff and acquiring dedicated licenses.
The state provides additional scoring in public tenders for contractors who voluntarily integrate BIM in medium-sized projects.
