The National Agency for Cadastre and Land Registration (ANCPI) has completed the systematic registration of properties in 225 administrative-territorial units (ATUs), covering an area of over 5.3 million hectares.
Land registers have been issued free of charge to citizens, with funding provided from ANCPI's own revenues through the National Cadastre and Land Book Program (PNCCF), non-reimbursable European funds, as well as municipal budgets. In another 498 ATUs, cadastral works are ongoing.
As of February 1, 2024, ANCPI, a public institution under the Ministry of Development, Public Works, and Administration (MDLPA), has issued nearly 7 million new land books free of charge to citizens through its programs.
Thus, the total area of registered properties is 5,311,473 hectares, while the area where works are being carried out is 6,191,187 hectares.
Out of the 225 ATUs and cadastral sectors completed, six ATUs and 283 cadastral sectors, covering an area of 39,865.52 hectares, have benefited from co-financing from ANCPI's own revenues. Another 102 communes have been surveyed through European funds, under the Regional Operational Program (ROP) 2014-2020.
Additionally, 455 out of the 498 ATUs where systematic registration works are ongoing benefit from financing from European funds.
For another 91 communes, the tendering procedure has been completed, and contracts for systematic registration services are to be concluded. Funding will be provided from non-reimbursable European funds, through the Smart Growth, Digitalization, and Financial Instruments Program (PCIDIF) 2021-2027.
Out of the 9.54 million hectares of agricultural land eligible for subsidies granted by the Agency for Payments and Intervention in Agriculture (APIA), 7.48 million hectares (78%) have been registered in the integrated cadastre and land book system.
The PNCCF aims to register all properties (land and buildings) in Romania in the integrated cadastre and land book system, free of charge for citizens. The program is funded from ANCPI's own revenues, European funds, and municipal budgets.
