Additional funds for construction investments

The proposal of the Ministry of Development, Public Works, and Administration, the Government has decided to allocate the sum of 250 million lei from the Government's discretionary budget reserve, provided in the state budget for the year 2023, to finance the National Program for Public or Social Interest Constructions (PNCIPS), carried out by the National Investment Company (CNI).

The normative act was necessary because, at the level of CNI, many design and execution contracts are managed for investment objectives prioritized at the national level or assumed through international financial commitments, and non-compliance with payment schedules would lead to failure to meet the assumed deadlines and delays in the execution of works.

Moreover, a large part of the objectives under implementation is in advanced stages of execution, and failure to make payments on time can result in both the cessation of works, additional costs due to their preservation and security, and financial risks generated by future price increases.

"We must ensure the continuity of implementing the investments we fund so that the development process of Romania is not affected. This is the reason why we requested this financial allocation for projects nearing completion.

We want to honor the commitments made to the citizens, and the investment process to be efficient and smooth, for the benefit of local communities," stated Minister Adrian-Ioan Veștea.
