Minister Adrian-Ioan Veștea ordered, during a working meeting with the factors responsible for the implementation of milestones from the National Recovery and Resilience Plan (PNRR), assigned to the Ministry of Development, Public Works and Administration, to accelerate the necessary measures to fulfill Milestone 310, regarding " The entry into force of the legislative act amending the Administrative Code and establishing administrative consortia in the neighboring rural or predominantly rural administrative-territorial units, existing as functional rural areas".

The decision was taken because, although Law no. 375/2022 for the amendment and completion of GEO no. 57/2019 regarding the Administrative Code, the European Commission announced that this milestone is not considered fulfilled in the absence of full compliance with the requirements of the Decision of the Council of the European Union (CID) implementing the PNRR for Romania.

Concretely, CID considers as not transposed in Law no. 375/2022:

granting legal personality to administrative consortia and the existence of a coordinating body at their level;

the correlation of administrative consortia with functional rural areas that present a certain degree of economic and social integration and/or face similar challenges and opportunities for their development;

the existence of a transparent and predictable budget;

ensuring the full digital integration of public services provided by the administrative-territorial units in the consortia.
