New land registers were opened free of charge for almost 5 million hectares

The National Agency for Cadastre and Land Registration (ANCPI) reports that it is currently conducting systematic registration works for properties covering approximately 7 million hectares across 2,388 administrative-territorial units (ATUs).

These works, conducted both at the level of entire localities (in 524 ATUs) and within cadastral sectors, are free of charge for citizens and are being carried out as part of the National Cadastre and Land Book Program (PNCCF).

The financing for these activities comes from ANCPI's own revenues, non-reimbursable European funds through the 2014-2020 Regional Operational Program (ROP), as well as from the local budgets of municipalities.

In the first eight months of 2023, ANCPI, a public institution under the Ministry of Development, Public Works, and Administration (MDLPA), completed the full cadastre registration for 31 communes.

As a result, the total number of ATUs where systematic property registration works have been completed in the integrated cadastre and land book system has reached 199. ANCPI has also recorded properties within 23,086 cadastral sectors. The total area of properties registered, free of charge for citizens, amounts to 4,882,893.93 hectares.

Out of the 199 localities where systematic property registration works have been completed, six received co-financing (from ANCPI's own revenues and the local authorities' budget), and 78 communes were surveyed with European funding through the major project "Increasing the Coverage and Inclusion of the Property Registration System in Rural Areas of Romania."

In another 479 communes, systematic cadastre works are currently underway for the entire locality, funded by the European ROP 2014-2020.

Additionally, out of the 9.54 million hectares of agricultural land eligible for APIA subsidies, 7.19 million hectares (75%) have been registered in the integrated cadastre and land book system.

The PNCCF aims to register all properties (land and buildings) in Romania within the integrated cadastre and land book system, free of charge for citizens. The program is financed through ANCPI's own revenues, European funds, and the local budgets of municipalities.

ANCPI is the beneficiary of the major project "Increasing the Coverage and Inclusion of the Property Registration System in Rural Areas of Romania," included in Priority Axis 11 of the ROP 2014-2020. This project complements the PNCCF objective by conducting systematic registration works for 5,758,314 hectares in 660 ATUs located in rural areas of Romania.

The total value of the project is 312,891,155 euros, of which 265,957,482 euros represent non-reimbursable external funding from the European Union, and 46,933,673 euros represent co-financing from the state budget.
