The National Agency for Cadastre and Land Registration (ANCPI) is carrying out property registration works in the integrated cadastre and land book system, covering an area of over six million hectares, across 2,295 administrative-territorial units (ATUs).
The funding is provided from ANCPI's own revenues through the National Cadastre and Land Book Program (PNCCF), non-reimbursable European funds, as well as local municipality budgets. Land books are issued free of charge to citizens.
ANCPI, a public institution under the authority of the Ministry of Development, Public Works, and Administration (MDLPA), has completed systematic registration works for properties at the entire locality level in 227 ATUs out of a total of 3,181 ATUs, as well as in over 25,000 cadastral sectors, covering a total area of over 5.3 million hectares.
Furthermore, 104 communes have been cadastrated through the major project "Increasing the Coverage and Inclusion of Property Registration System in Rural Areas of Romania," financed through the POR 2014 – 2020. The number of land books opened with European funding is 681,174.
As of March 5, 2024, through the programs implemented, ANCPI has opened over 6.7 million new land books, free of charge for citizens.
Out of the total of 9.54 million hectares of agricultural land subject to subsidies from the Agency for Payments and Intervention in Agriculture (APIA), 7.52 million hectares (78%) have been registered in the integrated cadastre and land book system.
Currently, cadastral works are ongoing at the entire ATU level in 496 localities, with 453 communes benefiting from European funds. In another 24 ATUs and in 640 cadastral sectors, systematic registration works are co-financed by ANCPI. Additionally, systematic registration works for properties are being carried out in 21,179 cadastral sectors.
The National Cadastre and Land Book Program (PNCCF) aims to register, free of charge for citizens, all properties (land and buildings) in Romania in the integrated cadastre and land book system. The program is funded from ANCPI's own revenues, European funds, and the local budgets of municipalities.
Until December 2023, ANCPI was the beneficiary of the major project "Increasing the Coverage and Inclusion of Property Registration System in Rural Areas of Romania," included in Priority Axis 11 of POR 2014-2020.
The project achieved the PNCCF objective by completing systematic registration works for 5,758,314 hectares in 660 rural ATUs of Romania. The total value of the project is 312,891,155 euros, of which 265,957,482 euros represent non-reimbursable external funds from the European Union, and 46,933,673 euros represent co-financing from the state budget.
The systematic registration works of properties with European funds will continue, as the project has been phased according to Law No. 338/2023, being included in the Smart Growth, Digitization, and Financial Instruments Program (PCIDIF) 2021-2027.
