Digitalization of building permits: what changed in 2025

Starting in January 2025, Romania implemented a unified national platform for issuing building permits, as part of the digitalization of public administration and its commitments under the PNRR. According to the Ministry of Development, more than 70% of administrative-territorial units are already interconnected with this platform, and the average processing time for documentation has decreased by 40%.

The benefits include greater transparency, the elimination of physical trips, and the possibility to track submitted files in real time. Architects and beneficiaries can upload documents online, while approvals are either generated automatically or requested digitally from the competent authorities.

However, significant differences persist between counties, and the lack of qualified IT staff in some town halls slows down the system’s efficiency.

The Ministry announced a new package of technical support and professional training for local authorities, in partnership with ADR and ANAP, aiming for all building permits to be issued exclusively in digital format by the end of 2026.
