ANCPI carries out cadastre works, free of charge for citizens, in over 2,300 localities

The National Agency of Cadastre and Land Registration (ANCPI) is carrying out systematic property registration works in 2,356 administrative-territorial units (ATU) covering an area of 6.5 million hectares. The activities, conducted both at the level of entire localities (in 519 ATUs) and in cadastral sectors, are free for citizens and are part of the National Cadastre and Land Book Program (PNCCF).

The funding is provided from ANCPI's own revenues, non-repayable European funds through the Regional Operational Program (ROP) 2014-2020, as well as from the local budgets of the municipalities.

In the first ten months of 2023, ANCPI, a public institution under the Ministry of Development, Public Works, and Administration (MDLPA), completed the full cadastre registration of 36 communes. As a result, the total number of ATUs where systematic property registration works in the integrated cadastre and land book system have been completed reached 204. ANCPI also registered properties in 23,835 cadastral sectors. The total area of registered properties, free of charge for citizens, is 4,988,888.35 hectares.

Out of the 204 localities where systematic property registration works have been completed, six benefited from co-financing (from ANCPI's own revenues and the local authorities' budget), and 83 communes were cadastrated from European funds through the major project "Increasing the Coverage and Inclusion of the Property Registration System in Rural Areas of Romania."

In another 474 communes, systematic cadastre works are currently underway, funded by the European ROP 2014-2020.

At the same time, out of the 9.54 million hectares of agricultural land subject to subsidies granted by the Agency for Payments and Intervention in Agriculture (APIA), 7.29 million hectares (76%) have been registered in the integrated cadastre and land book system.

PNCCF aims to register, free of charge for citizens, all properties (land and buildings) in Romania in the integrated cadastre and land book system. The program is funded from ANCPI's own revenues, European funds, and the local budgets of municipalities.

ANCPI is the beneficiary of the major project "Increasing the Coverage and Inclusion of the Property Registration System in Rural Areas of Romania," included in Priority Axis 11 of the ROP 2014-2020. The project complements the PNCCF objective by carrying out systematic registration works for 5,758,314 hectares in 660 rural ATUs in Romania. The total value of the project is 312,891,155 euros, of which 265,957,482 represents non-repayable external funds from the European Union, and 46,933,673 is co-financing from the state budget.
